Plagiarism Policy

1. Introduction

Jurnal ELTIKOM: Jurnal Teknik Elektro, Teknologi Informasi dan Komputer (ELTIKOM) maintains a strict policy against plagiarism to uphold the originality, credibility, and integrity of the scholarly works it publishes. ELTIKOM is committed to publishing original research and adheres to the highest standards of publication ethics.

This policy defines plagiarism, describes the procedures for detecting it, and outlines the actions taken when plagiarism is identified. All authors submitting manuscripts to ELTIKOM are required to affirm that their work is original, has not been plagiarized, and has not been published elsewhere without proper disclosure.

ELTIKOM follows ethical standards and best practices established by the Committee on Publication Ethics (COPE).

2. Description

Plagiarism is the act of presenting another person’s work, ideas, words, data, or creative expressions as one’s own without proper acknowledgment. Plagiarism includes, but is not limited to, the following forms:

  • Direct plagiarism: Copying text, sentences, or substantial portions of another work without quotation marks and proper citation.

  • Inadequate paraphrasing: Rewriting another author’s work too closely without sufficient originality and without appropriate attribution.

  • Improper use of figures, tables, data, or results: Using visual materials, datasets, algorithms, code, or experimental results from other sources without proper citation or required permission.

  • Idea plagiarism: Presenting ideas, concepts, theories, or interpretations of others as original contributions without acknowledgment.

  • Self-plagiarism / Redundant publication: Reusing significant portions of one’s own previously published work without proper citation, justification, or disclosure to the journal.

Plagiarism in any form is a serious violation of academic and publication ethics and is not tolerated by ELTIKOM.

3. Policy

3.1 Plagiarism Screening

All manuscripts submitted to ELTIKOM undergo plagiarism screening prior to peer review as part of the initial editorial assessment.

3.2 Plagiarism Detection Tool

ELTIKOM uses Turnitin, a widely recognized plagiarism detection software, to assess text similarity in submitted manuscripts.

3.3 Similarity Index Threshold

  • Manuscripts with an overall similarity index exceeding 20% will be subject to further editorial scrutiny.

  • A similarity index above this threshold does not automatically constitute plagiarism. Editorial judgment and contextual evaluation are essential.

  • Manuscripts with high similarity in core sections (e.g., Introduction, Methods, Results, Discussion) may be rejected even if the overall similarity index is below 20%.

3.4 Exclusions from Similarity Calculation

The plagiarism detection process is configured to exclude:

  • Reference lists / bibliographies.

  • Properly quoted text that is clearly marked with quotation marks and appropriately cited.

3.5 Consequences of Plagiarism

a. Before Publication

If plagiarism is detected during the editorial or peer review process:

  • The manuscript may be rejected outright.

  • The corresponding author will be notified of the findings.

  • In cases of serious or extensive plagiarism, ELTIKOM may notify the authors’ affiliated institutions.

b. After Publication

If plagiarism is identified after publication:

  • ELTIKOM will conduct a formal investigation in accordance with COPE guidelines.

  • If plagiarism is confirmed, the article will be retracted.

  • A retraction notice will be published, and relevant institutions may be informed.

ELTIKOM reserves the right to take additional actions as appropriate, depending on the severity and nature of the violation.

4. Implementation and Procedures

4.1 Submission Screening

Upon submission, the editorial office generates a Turnitin similarity report for each manuscript as part of the initial editorial review.

4.2 Editorial Evaluation

  • Similarity reports are reviewed carefully by editors.

  • Editors distinguish between legitimate similarity (e.g., standard methodological descriptions, commonly used technical terms, properly cited content) and unethical plagiarism.

  • Human oversight is central to all plagiarism assessments.

4.3 Author Responsibility

Authors are fully responsible for:

  • Ensuring the originality of their submissions.

  • Properly citing all sources, including text, figures, tables, data, software, and code.

  • Obtaining permission for the use of copyrighted materials when required.

4.4 Handling Suspected Cases

If plagiarism is suspected at any stage of the editorial or publication process:

  • Authors will be given an opportunity to respond or clarify.

  • ELTIKOM will handle the case following established ethical procedures and COPE guidance.

4.5 Transparency and Communication

ELTIKOM is committed to transparency in its plagiarism detection process. Authors with questions or concerns regarding similarity reports may contact the editorial office for clarification.

4.6 Policy Review

This Plagiarism Policy is reviewed periodically to ensure alignment with evolving best practices, technological developments, and international standards in publication ethics.
