1. Introduction

Jurnal ELTIKOM: Jurnal Teknik Elektro, Teknologi Informasi dan Komputer (ELTIKOM) is an open-access scholarly journal committed to the wide dissemination of high-quality research. This Intellectual Property (IP) Policy outlines the principles governing copyright ownership, licensing, reuse, and responsibilities of authors and the journal.

ELTIKOM aims to ensure clarity and legal certainty for authors, readers, and the broader academic community, while fostering ethical knowledge sharing, innovation, and reuse. This policy aligns with the Core Practices of the Committee on Publication Ethics (COPE) and internationally recognized open-access standards.

ELTIKOM empowers authors by allowing them to retain copyright of their work. All articles are published under an open license to ensure maximum accessibility and reuse with proper attribution.

2. Description

Intellectual Property (IP)

Intellectual Property refers to creations of the mind, including scholarly articles, figures, tables, software, datasets, algorithms, and other original research outputs.

Copyright

Copyright is the legal right held by the creator of an original work to control its reproduction, distribution, and reuse.

Open Access

ELTIKOM is a fully open-access journal. All published content is freely available online and may be read, downloaded, copied, distributed, indexed, or reused for lawful purposes without financial or technical barriers.

Licensing

Licensing defines how copyrighted works may be reused. ELTIKOM publishes articles under a Creative Commons license, ensuring openness while protecting attribution rights.

Plagiarism and Redundant Publication

Plagiarism and substantial redundant or overlapping publication are serious violations of intellectual property and academic integrity.

Prepublication

Prepublication refers to dissemination of research prior to journal publication, such as theses, conference papers, or preprints.

3. Policy

3.1 Copyright Ownership

  • Authors retain full copyright of articles published in ELTIKOM.

  • Authors do not transfer copyright to the journal or publisher.

3.2 Publishing License

  • All articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

  • This license permits anyone to:

    • Share — copy and redistribute the material in any medium or format.

    • Adapt — remix, transform, and build upon the material for any purpose, including commercial use.

  • Users must give appropriate credit to the author(s) and ELTIKOM, provide a link to the license, and indicate if changes were made.

3.3 Authors’ Rights and Responsibilities

  • Authors grant ELTIKOM, published by P3M Politeknik Negeri Banjarmasin, the right of first publication.

  • Authors may share, archive, and reuse their work (including in repositories, personal websites, or future publications), provided the original publication in ELTIKOM is properly cited.

  • Authors are responsible for obtaining permission for any third-party copyrighted material included in their manuscript and must provide evidence of such permissions upon request.

3.4 Copyright of Peer Review Reports

  • Peer reviewers retain copyright over their review reports.

  • ELTIKOM will not publish or reuse peer review reports without explicit reviewer consent.

3.5 Plagiarism and Research Integrity

  • ELTIKOM has a zero-tolerance policy for plagiarism and redundant publication.

  • All submissions are screened using plagiarism-detection tools.

  • Proven violations may result in rejection, retraction, or further action in accordance with COPE guidelines.

3.6 Prepublication and Prior Dissemination

  • Prior dissemination through theses, conference proceedings, or recognized preprint servers does not automatically disqualify a manuscript, provided this is fully disclosed at submission.

  • Authors must clearly declare any prior or concurrent dissemination of the work.

  • The name “ELTIKOM”, journal logo, website content, and branding elements are the intellectual property of the journal and P3M Politeknik Negeri Banjarmasin.

  • Unauthorized use is not permitted without written consent.

4. Implementation

4.1 Copyright and License Information

  • Each published article clearly states that copyright is retained by the author(s).

  • The CC BY 4.0 license is displayed in both HTML and PDF versions.

4.2 Author Publishing Agreement

  • By submitting a manuscript, authors confirm that they hold copyright or have authority from all rights holders.

  • Upon acceptance, authors agree to publish under CC BY 4.0 and grant ELTIKOM the right of first publication.

4.3 Permissions for Third-Party Content

  • Authors must secure written permission for third-party materials not covered by copyright exceptions.

  • Proper attribution must be included in the manuscript.

4.4 Originality Screening

  • All manuscripts are screened using plagiarism-detection software.

  • Suspected violations are handled according to ELTIKOM’s Policy on Allegations of Misconduct.

4.5 Self-Archiving

  • Authors may deposit preprints, accepted manuscripts, and the final published version in repositories without embargo, provided proper citation and DOI linking to ELTIKOM.

5. Policy Review

This Intellectual Property Policy is reviewed periodically to ensure alignment with evolving legal frameworks, open-access standards, and publication ethics.
