Publication Ethics and Policies

Jurnal ELTIKOM: Jurnal Teknik Elektro, Teknologi Informasi dan Komputer (ELTIKOM) is committed to upholding the highest standards of publication ethics and scholarly integrity. ELTIKOM follows the Core Practices of the Committee on Publication Ethics (COPE) and the Principles of Transparency and Best Practice in Scholarly Publishing to ensure a fair, ethical, transparent, and accountable publication process.

This statement outlines the ethical responsibilities of authors, editors, reviewers, and the journal in all stages of the publication process.

1. Allegations of Misconduct

ELTIKOM takes all allegations of research and publication misconduct seriously, regardless of how they are brought to the journal’s attention. Misconduct includes, but is not limited to, plagiarism, data fabrication or falsification, unethical research practices, inappropriate authorship, and undisclosed conflicts of interest.

All allegations are handled in accordance with COPE guidelines, with due process, confidentiality, and fairness. When necessary, ELTIKOM may contact authors’ institutions and issue corrections, expressions of concern, or retractions.

2. Duties of Authors

2.1 Reporting Standards

Authors must present an accurate, honest, and complete account of the research performed and an objective discussion of its significance. Sufficient detail and references must be provided to allow replication. Fraudulent or knowingly inaccurate statements are unethical and unacceptable.

2.2 Originality and Plagiarism

Authors must ensure that their submissions are entirely original. Any use of others’ work, ideas, data, figures, or words must be properly cited or quoted. ELTIKOM does not tolerate plagiarism or self-plagiarism.

2.3 Multiple or Redundant Publication

Authors must not submit the same manuscript to more than one journal simultaneously or publish substantially overlapping work without disclosure and justification.

2.4 Authorship and Contributorship

Authorship is limited to individuals who have made significant intellectual contributions to the conception, design, execution, or interpretation of the study. All authors must approve the final manuscript and agree to its submission. Others who contributed but do not meet authorship criteria must be acknowledged.

2.5 Data Access and Retention

Authors should be prepared to provide raw data for editorial or post-publication review and retain data for a reasonable period after publication, in line with ELTIKOM’s Data Availability and Reproducibility Policy.

2.6 Conflicts of Interest

Authors must disclose any financial or non-financial conflicts of interest that could influence the research or its interpretation, as well as all sources of funding.

2.7 Fundamental Errors

If authors discover a significant error in their published work, they must promptly notify the editor and cooperate in issuing a correction or retraction.

2.8 Hazards and Ethical Research

If research involves hazardous materials, human participants, animals, or sensitive data, authors must clearly state relevant ethical approvals, consent procedures, and safety considerations.

3. Duties of Editors

3.1 Fair Play

Editors evaluate manuscripts solely on intellectual merit, relevance, originality, and ethical compliance, without discrimination based on personal characteristics of the authors.

3.2 Confidentiality

Editors and editorial staff must not disclose information about submitted manuscripts except to those directly involved in the editorial process.

3.3 Conflicts of Interest

Editors must not use unpublished material for their own research and must recuse themselves from handling manuscripts where conflicts of interest exist.

3.4 Publication Decisions

Editors are responsible for deciding which articles are published, based on peer review, editorial judgment, and journal policies, while complying with legal and ethical requirements.

3.5 Peer Review Management

Editors ensure that manuscripts undergo appropriate peer review by qualified reviewers, avoiding conflicts of interest, and that the process is conducted fairly and transparently.

4. Duties of Reviewers

4.1 Contribution to Editorial Decisions

Peer review assists editors in decision-making and helps authors improve the quality of their manuscripts.

4.2 Promptness

Reviewers who are unable to complete a review promptly or lack sufficient expertise must inform the editor and decline the invitation.

4.3 Objectivity and Constructiveness

Reviews must be conducted objectively, professionally, and respectfully. Personal criticism of authors is inappropriate.

4.4 Confidentiality

Manuscripts under review are confidential documents and must not be shared or discussed with others without editorial permission.

4.5 Conflicts of Interest

Reviewers must declare any conflicts of interest and refrain from reviewing manuscripts where such conflicts exist.

4.6 Acknowledgement of Sources

Reviewers should identify relevant published work not cited by the authors and alert editors to any substantial similarity or overlap with other publications.

5. Authorship and Contributorship

ELTIKOM maintains clear policies on authorship and contributorship to ensure transparency and accountability. Authorship disputes are handled fairly and in accordance with ELTIKOM’s Authorship and Contributorship Policy.

6. Complaints and Appeals

ELTIKOM has a transparent process for handling complaints and appeals related to editorial decisions, journal policies, or conduct. Complaints and appeals are addressed impartially, following the Complaints and Appeals Policy.

7. Conflicts of Interest

ELTIKOM requires disclosure and appropriate management of conflicts of interest involving authors, reviewers, editors, and the publisher, as detailed in the Conflicts of Interest Policy.

8. Data and Reproducibility

ELTIKOM promotes transparency and reproducibility through policies on data availability, reporting standards, and methodological clarity, as described in the Data and Reproducibility Policy.

9. Ethical Oversight

ELTIKOM enforces ethical oversight for research involving human participants, animals, sensitive data, or vulnerable populations, in line with its Ethical Oversight Policy.

10. Intellectual Property

ELTIKOM has clear policies on copyright, licensing, plagiarism, redundant publication, and prepublication, ensuring authors understand their rights and responsibilities.

11. Peer Review Process

ELTIKOM implements a double-blind peer review process, assigning at least two independent reviewers to each manuscript to ensure objective and high-quality evaluation.

12. Post-Publication Discussion and Corrections

ELTIKOM allows post-publication discussion and provides mechanisms for corrections, expressions of concern, or retractions when necessary.

13. Archiving Policy

ELTIKOM ensures long-term preservation of published content through trusted digital archiving systems such as PKP Preservation Network (PKP PN).

14. Open Access Policy

ELTIKOM publishes all articles under an Open Access model, with immediate free access for readers and licensing under Creative Commons Attribution 4.0 International (CC BY 4.0). APCs are applied selectively in accordance with ELTIKOM’s Open Access Policy.
