Open Access Policy
1. Introduction
Jurnal ELTIKOM: Jurnal Teknik Elektro, Teknologi Informasi dan Komputer (ELTIKOM) is committed to the principles of Open Access in scholarly publishing. ELTIKOM believes that free and unrestricted access to research outputs supports the global exchange of knowledge, accelerates scientific discovery, enhances education, and maximizes the societal and economic impact of research.
This policy outlines ELTIKOM’s approach to Open Access, including access rights, licensing, and publication fees, in line with the mission of its publisher, P3M Politeknik Negeri Banjarmasin, to disseminate high-quality research in the fields of engineering, information technology, and computing.
2. Definition of Open Access
ELTIKOM follows the Open Access model, meaning that all published articles are made freely and permanently available online immediately upon publication, without subscription fees, registration requirements, or access barriers for readers.
Readers are permitted to read, download, copy, distribute, print, search, link to the full texts of articles, crawl them for indexing, pass them as data to software, or reuse them for any lawful purpose, in accordance with the Creative Commons license applied, without requesting prior permission from the authors or the publisher.
3. Open Access Policy Details
3.1 Free and Immediate Access for Readers
All articles published in ELTIKOM are immediately accessible online free of charge for all readers worldwide.
There is no embargo period.
3.2 Author Copyright and Licensing

Authors retain full copyright of their published articles.

Authors grant ELTIKOM the right of first publication.

All articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).
Under the CC BY 4.0 license, users are permitted to:

Adapt — remix, transform, and build upon the material for any purpose, including commercial use.
Provided that appropriate attribution is given to the author(s) and ELTIKOM, a link to the license is included, and any changes are indicated.
3.3 Article Processing Charges (APCs)
ELTIKOM applies a differentiated Article Processing Charge (APC) policy to support sustainable open-access publishing while encouraging international contributions.

Manuscripts with at least one author affiliated with an institution in Indonesia are subject to an Article Processing Charge (APC).
The applicable APC amount is stated clearly on the journal’s website. -
Manuscripts for which all authors are affiliated with institutions outside Indonesia are eligible for a full APC waiver and are published free of charge.
APCs are charged only after a manuscript has been accepted for publication.
The payment of APCs has no influence on the editorial decision-making process, which is based solely on scholarly merit, relevance, and ethical compliance.
3.4 Use of APCs
APCs collected by ELTIKOM are used exclusively to support journal operations, including:

Indexing services and long-term digital preservation.

Plagiarism screening and editorial quality control.
3.5 User Rights and Permitted Reuse
Under the CC BY 4.0 license, users are granted broad rights to reuse ELTIKOM content, provided that proper attribution is given. This licensing model maximizes the dissemination, reuse, and impact of published research.
3.6 Compliance with Funder and Institutional Policies
ELTIKOM’s Open Access model—author copyright retention combined with CC BY 4.0 licensing—is designed to be compatible with the Open Access requirements of many national and international funding agencies.
Authors are encouraged to verify compliance with their specific funder or institutional policies.
3.7 Archiving and Long-Term Preservation
ELTIKOM is committed to ensuring the long-term preservation and accessibility of its published content.
Articles are archived using trusted digital preservation systems supported by the Open Journal Systems (OJS) platform, including the PKP Preservation Network (PKP PN).
4. Statement of Principle
Jurnal ELTIKOM affirms that Open Access publishing is essential for advancing science, technology, and innovation. By providing immediate free access to readers worldwide, retaining author copyright, and applying a fair and transparent APC policy, ELTIKOM supports sustainable and inclusive scholarly communication.
